Can ChatGPT make a phone call for you?
Short answer: no. You can call ChatGPT and talk to it, but it can't dial a restaurant, a clinic, or a shop on your behalf and hold that conversation for you.

Why a chat model can't just dial
A phone call is not text. It needs a carrier connection, a caller ID the far end will accept, a voice that speaks in real time, and something listening closely enough to know when a person picked up rather than a recording. Those are separate systems from the model that writes the words. Any product that calls a business for you is a model wired to telephony, which is why the capability shows up in dedicated apps rather than as a feature of the chat window.
